One of the major issues with the game is the lack of statutes. This creates major confusion and room for argument based on the interpretation of laws. I created a pretty complete doc that could be used as a state statute doc. It includes definitions, elements and the punishment for each charge. I also added a section for search procedure and officer procedure.
