Add Plain Clothes and JPD Gang Unit Uniforms to Ventura Departments

In Ventura I feel that some of the teams don’t get enough plain clothes options, however after looking at the Ventura Leaks channel, that JPD Gang Unit uniform looked great and would be a good edition too the department, but it would be nice to see more on HCSD and other departments!
