Address Persistent Issues with FD Equipment and XP Earning

Instead of adding another paywalled leo team, fix the issues that FD still has
Tower 128's els is broken and the siren does not shut off
Quint 128 can be driven once, if you get out and back in it will not drive again
Station 131's spawner doesnt even work
There is still no actual way to earn xp on the team besides the xp given over time
