Motorcycles for both civs and LEO (or just VHP and not SD or PD). Have them have less control and be able to do wheelies/stoppies. Make it so people can fall of or be hit off/fall off if they hit something. VHP already has a description on a rank for a motorcycle unit, so now it just has to be actually added.
