Add a whitelisted LEO team, like Riverside, in Ventura. In my opinion, it encourages better roleplay from both the LEO and civ teams, as well as operates with structure.
I would additionally suggest adding a whitelisted civilian department for unique scenarios. It could include certain perks that normal players don't have.
